The number of national technology-based SMEs admitted to the database reached 26,000, ranking the 7th nationwide. 2023年末，全省共有国家级重点实验室13个、省重点实验室 251个、省新型研发机构140家、省实验室 16 家、省中试基地36 家、省技术创新中心 24 家,产业研究院 40 家、高新技术企业12977 家，科技型中小企业2.6万家、位居全国第七位。盾构、新能源客车、光通信芯片、超硬材料等产业技术水平和市场占有率均居全国首位。农业科技整体实力稳居全国第一方阵小麦、玉米、花生、芝麻等品种选育水平全国领先。

II. Human Resources

Henan has deeply implemented the strategy of strengthening the province with talents and has been vigorously promoting the construction of "everyone certified, skilled Henan." As the 7th National Census data show, the average years of education for the population aged 15 and above in the province reached 9.79 years, an increase of 0.84 years compared to the 6th National Census in 2010. The number of people with a university education per 100,000 population increased from 6,398 (in 2010) to 11,744, representing a growth of 83.6%. In 2023, the gross enrollment rate in higher education in Henan was 57.54%. There were 27,500 graduate students and 832,900 undergraduate and college graduates. Additionally, there were 643 secondary vocational schools, including 97 technical schools, with a total of 480,900 graduates.

1. Air Transport

The air network of Henan basically covers the world's major economies, with five airports, namely Zhengzhou Xinzheng International Airport, Luoyang Beijiao Airport, Nanyang Jiangying Airport, Xinyang Minggang Airport, and Anyang Hongqiqu Airport. Zhengzhou Xinzheng International Airport, a national first-class aviation port, has become the only pilot airport of the aviation electronic cargo project in China. There are 46 passenger airlines operated in Zhengzhou, and 30 all-cargo airlines, with 229 passenger routes and 49 all-cargo routes. Zhengzhou Xinzheng International Airport ranks among one of the top 40 cargo airports in the world. To 2025, civil aviation airports in Henan will form a pattern of "One Hub with Multiple Spokes", reaching the goal of a "Full Coverage of Civil Aviation Service by Cities".

① Railway

Zhengzhoudong Railway Station is the first to build a "米" shaped high-speed railway network in China. It is one of the largest speed railway stations in China, and the operation volume of Zhengzhoubei Railway Station ranks at the forefront of marshaling yards in Asia. China-Europe Railway Express (Zhongyu) covers more than140 cities in more than 40 countries in Europe and Asia, with a total number of departures exceeding 10,000. By the end of 2023, the province's railways in operation reached 6,762 kilometers, of which 2.215 kilometers were operated by high-speed railways.

2.陆运网络

①铁路

在全国率先建成“米”字形高速铁路网，郑州东站是全国最大的高铁站之一，郑州北站作业量居亚洲编组站前列。中欧班列“中豫号”覆盖欧亚 40 多个国家、140 余个城市，累计开行突破1万列。2023年末，全省铁路运营里程达6762公里，其中高铁运营里程达 2215 公里。

② Expressway

By the end of 2023, the mileage of expressways in Henan reached 8,321 kilometers, maintaining a leading position nationwide. With expressways connecting all counties, seven cities including Zhengzhou and Kaifeng have formed a high-speed ring road. All highspeed railway stations, airports, ports and provincial development zones in Henan are connected with highways of secondary and above. The mileage of expressway in Henan will exceed 10.000 kilometers by 2025, generally realizing the goals of "all cities have ring roads" and "all counties have dual expressways", striving to rank the 4th in expressway mileage and the 5th in terms of road density in China.

②公路

2023 年末，全省高速公路通车里程达到 8321公里，继续保持全国第一方阵。高速公路通达所有县城，郑州、开封等7市形成高速绕城环线。全省所有高铁、机场、港口和省级开发区实现二级以上公路联通。2025年，全省高速公路通车里程将达1万公里，基本实现“市市有环线、县县双高速”，力争通车里程居全国第4位、路网密度全国第五位。

③ Urban Rail Transit

The urban rail transit has been developing rapidly. The "Cross + Ring" of Zhengzhou Metro was officially put into network, with an operating mileage of 344.8 kilometers, and a "Subway Life Circle" has gradually taken shape. Luoyang Metro covers the operating mileage of 43.5 kilometers. There are Zhengzhou-Kaifeng City intercity railway, Zhengzhou-Jiaozuo intercity railway, Zhengzhou-Xinzheng intercity railway, and Zhengzhou-Xuchang city railway in Henan, all of which officially launch the bus-based operation model of Central Plains Urban Agglomeration Intercity Railway.

③城市轨道交通

城市轨道交通发展迅速。郑州地铁“十+环”正式成网，运营里程 344.8 公里,“地铁生活圈”逐渐成型。洛阳地铁运营里程 43.5 公里。省内建有郑开城际铁路、郑焦城际铁路郑机城际铁路、郑许市域铁路，正式开启中原城市群城际铁路公交化运营模式。

3. Inland Water Transportation

Henan has made great efforts to develop its inland water transportation project "linking the region to rivers and seas". The mileage of inland waterways has been gradually expanded, the level of waterways has been steadily improved, the handling capacity of ports has been continuously enhanced, and gradually integrated into the world class port group in the Yangtze River Delta to create a new sea route for Central Plains. The mileage of waterway of Henan has reached 1,825 kilometers, and four central ports, including Zhoukou, Xinyang, Luohe and Pingdingshan have been built, with the designed throughput capacity of 73.33million tons. The mileage of inland waterways will reach 2,000 kilometers by 2025, and the port has a throughput of 100 million tons (including 300,000 TEUs of cargo), forming multiple river-sea inter-modal transport channels.

3.内河航运

河南大力推进内河水运“通江达海”工程，内河航道里程规模逐步扩大，航道等级稳步提高，港口吞吐能力持续增强，逐步融入长三角世界级港口群，打造中原出海新通道。全省航道里程1825 公里，建成周口、信阳、漯河、平顶山等4个中心港口，设计吞吐能力 7333 万吨。到 2025年，全省内河航道里程达到 2000公里，港口吞吐量达到1亿吨(含集装箱 30 万标箱 )，建成多条河海联运通道。

4. Two Major Ports Linking the Region to Rivers and Seas

Huaihe River and Shaying River are two water transport channels linking the region to rivers and seas. Zhoukou Port has been selected as a major inland port in China, and has successively launched routes to Huai'an Port, Taicang Port, Lianyungang Port, Shanghai Port, Dafeng Port, et.. The annual cargo throughput of the port has reached 38 million tons, accounting for more than 87 percent of that in Henan. Siting on the main waterway of the Huaihe River, Huaibin Central Port Area in Xinyang is the largest comprehensive port in Henan, with an annual throughput of 30,000 TEUs of cargo.

4.港囗双雄，通江达海

淮河、沙颍河通江达海。周口港入选全国内河主要港口,先后开通至淮安港、太仓港连云港港、上海港、大丰港等集装箱航线，2023 年港口货物吞吐量达到 3804.3万吨占全省 87% 以上。信阳港淮滨中心港坐拥淮河主航道，已开通“河海联运”非洲航线年集装箱吞吐量突破 3万标箱，是省内最大的综合性单体港口。

1. Internet Popularization and 5G Development

Internet popularization and network infrastructure construction in Henan rank as the first-class in China. The number of Internet users in the province reached 134 million households, ranking the 4th in China. Among them, the total number of mobile Internet users reached 96.939 million households, ranking the third in the country. The number of broadband users over 1000 megabits was 12.746 million households, accounting for 29.9%, and ranking the 5th in China. The total number of 5G base stations in Henan has reached 187,200, and 5G networks have achieved continuous coverage in areas above the township level. The total bandwidth of the Internet backbone network reached 2.720G, and the average delay within and between the networks ranked first and 3rd respectively in China.

1.互联网普及与 5G 建设

河南互联网普及度与网络基础设施建设稳居全国第一方阵。全省互联网用户达到1.34 亿户，居全国第四位。其中，移动互联网用户总数达到9693.9万户，居全国第三位。1000 兆以上宽带用户数 1274.6万户，占比达 29.9%，居全国第五位。全省 5G 基站总数达18.72 万个，乡镇以上区域 5G网络实现连续覆盖。互联网骨干网络总带宽达 2720G，网内网间平均时延分别居全国第 1位和第 3位。

2. Data Center

The capacity of the data centers has been continuously enhanced. A number of large data centers such as China Unicom Zhongyuan Data Base, China Mobile (Henan) Data Center, China Telecom Zhengzhou High-tech Data Center, and Zhongyuan Big Data Center have been built. In 2023, 46,000 server racks were installed (equivalent to 92,000 standard racks). In addition, the total export bandwidth has reached 61.2T. During the 14th Five-Year Plan period, Henan will guide the development of super-large and large-scale data centers, focusing on supporting the construction of large-scale green data center clusters in Zhengzhou and Luoyang, and striving for the layout of national-level industrial big data centers. The number of data center racks in use province-wide will reach 150 thousand in Henan by 2025.

2.数据中心

数据中心承载力不断增强建成中国联通中原数据基地、中国移动(河南)数据中心、中国电信郑州高新数据中心、中原大数据中心等一大批数据中心。2023年，安装服务器机架 4.6万架(相当于标准机架9.2万架)出口总带宽达到61.2T。十四五期间，河南将引导超大型、大型数据中心集聚发展，重点支持郑州、洛阳建设大型绿色数据中心集群，争取国家级行业大数据中心布局。2025年，全省数据中心机架将达到15万架。

3. Artificial Intelligence

During the 14th Five-Year Plan period, Henan is working on the overall planning of the artificial intelligence general basic capability platform, the open-source technology support platform, and the industry application capability platform building, in order to give play to the supporting role of the artificial intelligence public service platform, promote the use of artificial intelligence technology in manufacturing, logistics, medical care, education, security, and other fields, and build a batch of in-depth artificial intelligence scenarios. In "the Action Plan for Cultivating the New-generation of Artificial Intelligence Industry Chain in Henan Province (2023-2025)", it has been proposed that by 2025, it would significantly improve the AI technology innovation ability and industrial competitiveness, and build a highland of an influential AI innovation and integrated application in China.

3.人工智能

“十四五”期间，将统筹布局人工智能通用基础能力平台、开源技术支撑平台和行业应用能力平台，发挥人工智能公共服务平台某础支撑作用，推动人工智能技术在制造、物流、医疗、教育、安防等领域应用，打造一批人工智能深度应用场景。《河南省新一代人工智能产业链培育行动方案(2023-2025年)》提出，到2025年显著提升人工智能技术创新能力和产业竞争力，成为全国具有影响力的人工智能产业高地和创新应用示范区。

Currently, major platforms such as Songshan Laboratory, Key Laboratory of Imaging and Intelligence Processing, and Artificial Technology Engineering Research Center for Audio-Visual Perception and Language Cognition have been established. The total computing power across the province is approximately 4100PFlops, covering supercomputing, intelligent computing, and general computing. In terms of supercomputing, the National Supercomputing Center in Zhengzhou is being constructed. For intelligent computing, the Central Plains Artificial Intelligence Computing Center has been completed. 目前，成立了嵩山实验室、成像与智能处理重点实验室、视听感知与语言认知人工智能工程技术研究中心等重大平台。全省算力规模约 4100PFlops覆盖超算、智算、通算。超算方面，建设国家超级计算郑州中心。智算方面，建成中原人工智能计算中心。通算方面，建设政务云存算一体数据中心、三大运营商大型数据中心。

4. Industrial internet

More than 100 industrial Internet platforms have been built or under construction in Henan, of which 38 have been identified as provincial-level industrial Internet cultivation platform, which are in the leading position in building materials, commercial vehicles, lifting equipment, mining equipment, intelligent agricultural machinery and other industries. Tianxin Industrial Internet platform was selected as the national "2022 New Cross-industry and Cross-field Industrial Internet Platform". Eight industrial internet platforms, including ClTlC Heavy Industry Mining Equipment, were selected as national industrial Internet pilot demonstration projects. Five secondary nodes were completed for industrial Internet identification analysis, including Luoyang, Xuchang, Luohe, Xinxiang and Anyang, with the access to 32 enterprise nodes, the registration of more than 24 million, and the volume of identification analysis of 53 million, serving the "5G+industrial  Internet". By the year of 2025, 100 Intranet transformation benchmarks of manufacturing enterprises,10 industrial Internet identification and analysis secondary nodes,and 2-3 national cross-industry and cross-field industrial Internet platforms will be built.

4.工业互联网

全省已建、在建各类工业互联网平台100 多个，其中 38 家被认定为省级工业互联网平台，在建材、商用车、起重装备矿山装备、智能农机等行业居于领先地位。天信工业互联网平台入选国家“2022年新增跨行业跨领域工业互联网平台”中信重工矿山装备等8个工业互联网平台入选国家工业互联网试点示范项目。建成洛阳、许昌、漯河、新乡、安阳等 5个工业互联网标识解析二级节点，接入32 家企业节点，标识注册量超过2400万，标识解析量达5300万，服务于“5G+工业互联网”。到 2025年，打造100个制造企业内网改造标杆，建设 10个左右工业互联网标识解析二级节点，2-3个国家级跨行业、跨领域工业互联网平台。

By the end of 2023, Henan had a permanent population of 98.15 million people, with an average disposable income of 29,933 yuan, an increase of 6.1% compared to the previous year. The per capita consumption expenditure was 21,011 yuan, increased by 10.5% year-on-year. Moreover, by the end of 2023, the total retail sales of consumer goods in Henan exceeded 2.6 trillion yuan; urban retail sales amounted to 2,163.35 billion yuan, an increase of 6.4%; and rural retail sales amounted to 437.09 billion yuan, which increased by 7.2%. The online retail sales revenue reached 460.53 billion yuan, with an increase of 22.5% year-on-year. VI. Advantages of Resource Endowment

1. Mineral Resources

Henan is an important province of mineral resources in China, with many kinds of minerals, such as 144 kinds of discovered minerals, 110 types of identified minerals with resource reserves, of which 93 kinds have been developed and utilized. Among the mineral resources with proven reserves, 11 mineral reserves rank 1st in China, 31 of them are among the Top 3, 42 of them rank in the Top 5, and 70 of them are among the Top 10. The dominant minerals are "Four Major Metal Minerals" which are molybdenum, gold, aluminum, and silver, as well as seven sorts of non-metallic minerals: natural trona, salt ore, refractory clay, fluorite, perlite, cement limestone, and graphite.

1.矿产

矿产资源大省:已发现矿种144种，查明资源储量的矿种 110 种，已开发利用的 93 种。储量方面，11种居全国首位，31种居前三位，42 种居前五位，70 种居前十位。优势矿产为钼、金、铝、银“四大金属矿产”以及天然碱、盐矿、耐火粘土、萤石、珍珠岩、水泥灰岩、石墨“七大非金属矿产”。

Henan has abundant and excellent resources and it is an important province with large mineral resources, agricultural resources and agricultural products in China. It is also a province with large historical and cultural resources and a place full of natural landscapes.

河南地大物博、资源禀赋优异，是全国重要的矿产资源大省、农业大省和农产品主产区，也是历史文化资源大省、自然景观荟萃之地。

2. Agricultural Products

Henan is referred to as "the Granary of China" and it is a major province of agriculture as well as a leading area of agricultural products in China. Within 6.3% of arable land in China, 10% of the national grain and 25% of the wheat were produced in Henan. Moreover, the agricultural products processing industry has become a trillion-level industry, producing a half of China's ham sausages, one-third of instant noodles, one-quarter of steamed buns, 60% of glutinous rice balls, and 70% of dumplings.

2.农产品

拥有“天下粮仓”之美誉，是全国农业大省和农产品主产区。全国 1/16 的耕地，生产了全国 1/10 的粮食、1/4 的小麦。农产品加工业已成为万亿级产业，生产了中国 1/2 的火腿肠、1/3 的方便面、1/4 的馒头、60% 的汤圆、70% 的水饺。（记者/黄海明 童林 实习生/曹静怡）
